NO.  In my opinion : A privite Citizen has no rights under  "takings" laws", in any state. If there is NO agreement to rent -either verbal or otherwise, no contract signed and no monies have changed hands there is no contract. Because, there is NO contract. in the situation you've explained.  Potential renter has no leg to stand on.  I'm not an attorney,, just a VR owner with legal experience,  so you should have someone in you state clarify you states laws. No one can force you to rent/lease your home if it is not available!.   I've had the same thing happen- someone wants to rent our VR, & they send a "bullying type message". This person is a ****. Let them go and don't worry. You've made no contract with them.
